Dear Pastors and Leaders,
We trust that this letter finds you well, and we pray that this year will be filled with the blessings of fruitful ministry and a deeper relationship with Christ.
INTRODUCTION
As you may recall, a communique was sent to the leadership and staff of Every Nation Churches and Ministries towards the end of last year, detailing some of the changes that had taken place and promising a further update following the International Leadership Summit. This Summit subsequently took place in Palm Springs from January 16-20,2006, and was attended by 120 pastors and leaders representing our churches and ministries around the world.
The purpose of this communique is to bring you up to speed with what transpired during the Palm Springs meeting and to provide you with further information regarding the ongoing reorganization of Every Nation Churches and Ministries. We are confident that this reorganization will help maximize our fruitfulness and effectiveness in the coming years.
INTERNATIONAL LEADERSHIP SUMMIT SUMMARY
During the International Leadership Summit in Palm Springs, the founders not only reflected on our history and growth, but also acknowledged and apologized for the weaknesses and failures that have taken place within the movement. Part of the week included an open forum when the pastors and leaders asked forthright questions, which in turn were candidly answered.
Rice Broocks, together with the leadership team of Steve Murrell, Phil Bonasso and Jim Laffoon, took responsibility for the shortcomings in leadership and management that had taken place under their watch and apologized to the senior pastors and leaders for the negative consequences they have suffered as a result. Phil Bonasso in particular acknowledged that he was directly responsible for the finances of the movement and apologized for the lack of disclosure in the past and for poor management of the finances. Phil also took responsibility and apologized for what transpired in Los Angeles in the campus ministry, as well as in the School of Campus Ministry, and the consequent stain that this has had on the reputation of the movement.
On behalf of the leadership team, Steve Murrell explained the restructuring process that began in April 2003 At that time, the founders and senior managers, having recognized certain weaknesses in the ministry, initiated a process to address and rectify them. This resulted in a decision to proceed with the restructuring of the movement, aided by a group of well- respected management consultants and accounting firms.
The net result of the reorganization and restructuring process is that the founders have turned over the operations and financial management of the movement to the new boards of directors of Every Nation Churches and Every Nation Ministries. These legal corporate boards will operate in partnership with and under the aegis of the International Policy Council (IPC) and International Ministry Team (IMT) and as such will fully reflect and implement the values and vision of the movement.
Although not legal corporate boards, the new IPC and IMT effectively replace the former International Apostolic Team as the global, spiritual and theological oversight of the movement. Both the IPC and the IMT have broad-based international representation which draws from seven geographic regions of the world to better reflect the multinational composition of our ministry.
INTERNATIONAL POLICY COUNCIL
The International Policy Council (IPC) is a nine-member subset of the International Ministry Team that will meet quarterly to write and review Every Nation policies. Rice Broocks and Steve Murrell will co-chair the IPC meetings. The roles and responsibilities of the IPC are as follows:
1 To uphold the vision and values of Every Nation by formulating written policies, focusing on ends and delegating means, and keeping the movement Christ-centered, Bible-based and ethi¬cal; and
2 To ensure that Every Nation is accomplishing its mission by monitoring the achievement of its ends, monitoring adherence to leadership limitations, and promoting and maintaining a culture of healthy relationships.

1 To provide a global perspective for the leadership and oversight of Every Nation Churches and Ministries;
2 To train and develop Regional Directors; and
3 To fulfill their own roles as Regional Directors, whose responsibilities are as follows:
• Provide pastoral support and encouragement to the region's leaders
• Communicate Every Nation's vision and values
• Facilitate conferences, staff meetings and other regional events
• Help train and appoint elders
• Mediate church conflicts
• Coordinate regional church planting and mission efforts
• Understand and support core ministries and their policies
The International Ministry Team members, in addition to the IPC, include:

NEW BOARDS OF DIRECTORS FOR EVERY NATION MINISTRIES AND EVERY NATION CHURCHES
The new board of directors of Every Nation Ministries is composed of: Garry Senna (USA), Rachel Ong (Singapore), Brant Reding (Canada), Jun Escosar (Philippines) and Ron Lewis (USA).
Bert Thomson was appointed the Executive Director of Every Nation Ministries, and Garry Senna will serve as Chair.
Although Every Nation Ministries, Inc. is registered as a US corporation, it will provide general oversight and leadership for Every Nation Ministries worldwide.
The new board of directors of Every Nation Churches is composed of: Steve Murrell (Philippines), Bert Thomson (Canada), Brett Fuller (USA), Russ Austin (USA) and Michael Swain (United Kingdom).
Kevin York will serve as Executive Director for Every Nation Churches, and Steve Murrell will serve as Chair.
A Power Point presentation explaining the roles and responsibilities of the two councils and the two boards was presented at the Summit and is available to any senior pastor requesting it.
CHANGES IN FINANCIAL MANAGEMENT
Some significant changes were announced in the management of the finances of Every Nation Churches and Every Nation Ministries. The main highlights were:
• The creation of a World Partners Committee, which will manage and oversee the disbursements of the North American World Partners fund. This committee will be composed of: Sam Hawk¬ins (Chair/USA), Michael Paderes (Philippines), Joe Martin (USA), Bill Bennot (South Africa) and Sam Webb (USA). A statement of account for World Partners USA was also presented at the Summit and is available to any senior pastor upon request.
• A reiteration of the decision to join the Evangelical Council for Financial Accountability (ECFA), which includes full financial disclosure for Every Nation Ministries (including the World Partners fund) and compliance with ECFA standards of financial management.
• The formation of a Compensation Committee, which will evaluate and determine the salaries of the founders and senior management, based upon the compensation policy for Every Nation employees and upon industry standards established by independent financial consultants.
Note: This committee proposed at the Palm Springs meeting included Brett Fuller (Chair), Russ Austin and Kevin York. However, after input from the pastors and leaders at the meeting - and after subsequent deliberation by the new Board of Every Nation Churches at a meeting held on January 3., 2006 - the membership of this Committee was amended and it is now composed of Russ Austin (Chair), Kevin York, Rachel Ong, Jacob Aranza and Gene Smith.
NEW DIRECTIONS
Other significant decisions that were reached during the course of the Summit included the announcement of the consolidation of the Every Nation Los Angeles office with the Every Nation office in Nashville, as well as the relocation of some of the Los Angeles staff to Nashville. This will help foster greater communication and will improve the efficiency of the operations of both Every Nation Churches and Every Nation Ministries.
It was also announced that we will hold the 2006 Every Nation World Leadership Conference in Anaheim, California, from July 10-14. All pastors are encouraged to bring their staff and local church leaders.
CONCLUSION
The Summit concluded with many heartfelt expressions of support for the new direction that has been established and for the various leadership teams that will be working to ensure that the next season of our ministry will be even more fruitful than the past. The sincere hope of the united leadership of Every Nation Churches and Ministries is that, by the grace of God, we will become increasingly effective in accomplishing our part in the Great Commission.
