I interpret the so called 'apostolic mandate' as a scheme by Rice Broocks to concentrate power in himself and his buddies. This is not the same as the great commission, where the emphasis is on reaching the lost. The focus on the 'apostolic mandate' is not on the lost but on those claiming to be 'apostles'.
Note His People Cape Town was basically forced to print and sell a whole lot of his 'apostolic mandate' book. I am not sure how well this book would do if it was just selling on the commercial market.

I disagree that the apostolic mandate is really a ploy of self-aggrandizement. I think it's a legitimate attempt to describe a different vision than the term "great commission" implies. "Apostolic Mandate" emphasizes churches built on apostolic government and methods given authority to advance God's Kingdom. "Great Commission" Implies every believers call to reach lost people.

Oh, and anyone heard of the Catholic Church? I think they may have the copyright on the "Apostolic mandate." What hypocrisy to blame this on Rice Broocks!
